7. Milwaukee, Wisconsin

Milwaukee's population started to decline in the late 1960s as more highways were built and people moved into the suburbs. At present, Wisconsin's population is growing but Milwaukee's continues to decline. The disappearance of well-paying manufacturing jobs is a key factor. But there's still plenty to see and do in Wisconsin - the city museum is home to the world's largest dinosaur head and there's an ice rink that is bigger than Times Square.
